Carter is from Seattle, WA born and raised. He's a senior at BYU. Where he learned Chinese,"I started learning in high school and continued learning on my mission in Edmonton, CA. I joined Flagship because I wanted to find opportunities for working abroad in China or Taiwan! I plan to use Flagship in my future and I am hoping to work for the federal government in some capacity, so having experience in the Flagship program will help me find unique employment opportunities!"
